Yes. A holding company can hold an account when its purpose, its subsidiaries and its expected flows are documented before submission. When a holding is declined for "no activity", the cause can be documentation rather than structure.
Konfido reads the holding together with the companies below it and the people above it, prepares the file once and coordinates the account with licensed partners. Dividends and intra-group flows are described in writing so the first payment is expected, not questioned.
